Okay, on a serious topic and off the gripe session materials -

A large apartment complex within walking distance of my store recently became 100% public housing, and my shrink has gone through the roof since then.

The local police tell me it's my problem and I have to deal with it. Uh, does that mean I should shoot shoplifters?

Seriously though, what steps can I take to FORCE the police to act? My DM tells me it's my problem too. Well, the only thing that deters these creeps is them being under watch by an employee. I've identified several of these creeps, and so has my assistant, so we know to keep either ourselves or the whole ONE OTHER PERSON working at that time busy facing or stocking where ever the theives are in the store.

Unfortunately, the bad guys travel in packs, generally 3 at a time so they outnumber us, and "spread out" as soon as they hit the store.

Is this class action material, since my bonus depends greatly on the performance of the store, with shrink being a major component - therefore the company is intentionally cheating me out of my bonus by not permitting enough staff to deal with the problem?

we have the same problem, probably not as bad, as having a housing complex next door, but like you said they come in as a group and spread out, so just following one, that one will normally go out the door, so now you will be down to two, if you are lucky enough!! make sure you speak to them and if you know them by name that is even better, because now they know, you know who they are and you are awhere of them and what they are up to. be careful and don't take a chance of getting hurt it is not worth it.
