I don't think we have heard the end of the story yet. More and more information is coming to light that is linking Iraq to Terrorism and even 9-11.
There are no simple answers. One can sit at home and wait for the next attack and the next attack and the next attack...or they can go after these terror groups where they live and where they get their funding. There is no "perfect mouse trap" as you referred to in your analogy. But there are courses of action that can be taken in order to try and influence an outcome.

And, as has been mentioned already, this particular strategy doesn't appear to be working.

Which is, for all intents and purposes, treating the symptoms and ignoring the causes.
