But FEMA did not offer these supplies to Gulf Coast community groups that are still struggling to provide services.

IN other words, these government agencies simply appropriated the stuff for their own use after failing to get it where it was supposed to go over two years ago. Have we EVER had a more corrupt administration than this last one?
