A lot of cemeteries in California are operated by small local tax districts that levy a small tax for burials and upkeep and yes, for mortgages on the property they're situated on.
These small districts... that barely make it as it is... will probably be among the hardest hit by the raid on local governments being carried out by Arnie and his yacht party buccaneers. You're probably going to be seeing a lot of pictures like this around CA in the months to come.
And since there's obviously nothing else the corporations and banks won't exploit for a buck or two, why would you be surprised about even the long dead just being another exploitable source of profit? We've already seen it in the funeral game... this is just the next logical step.
