Note the date on USA's original post.
That happens quite often with the news sites. While access to the articles for a certain time after their original publication is free or at most require free registration, after that certain time, they're archived and either a charge or a small registration fee is charged to offset the costs of maintaining large archive files which can, over a period of time, get rather expensive.
Accessing the article didn't cost money at the time the original post was made. When you actually use the media sites to do research, you get used to it, as annoying as it can be at times when you have a project going on and can't find or reach some of your original sources.
